Articles of Association of Digital Economy Professional Committee of China Information Association
Chapter 1 General Provisions
Article 1 The name of this group is : Digital Economy Professional Committee of China Information Association.
English name : Digital Economy Association of China , abbreviation : DEA.
Article 2 This group is an industrial and national non-profit social organization voluntarily formed by units, social organizations, experts, scholars, and practitioners engaged in digital economy work and related businesses.
Article 3 The purpose of this group :
(1) The Association abides by the Constitution, laws, regulations and national policies, practices the core socialist values, promotes the spirit of patriotism, abides by social morality, and consciously strengthens the construction of integrity and self-discipline.
(2) The Association adheres to the development path of digital economy with Chinese characteristics, takes digital economy-driven modernization as the main line, and aims to build a powerful country in the Internet. , Advocate good social morality, organize member units, mobilize social forces, play the functions of non-profit social intermediary service organizations, let the digital economy benefit the society and the people, and jointly promote the healthy development of my country’s national economy and social digital economy.
Article 4 The Association adheres to the overall leadership of the Communist Party of China, establishes the organization of the Communist Party of China, carries out party activities, and provides necessary conditions for the activities of the party organization in accordance with the provisions of the Constitution of the Communist Party of China.
Article 5 This group is subject to the supervision and management of the Ministry of Civil Affairs of the People’s Republic of China, the registration management agency.
Article 6 The domicile of this group: Beijing.
Chapter II Business Scope
Article 7 The business scope of this group:
(1) Publicize the national guidelines, policies, laws and regulations related to digital economy work, organize research on my country’s digital economy development strategy, management system, etc., and make suggestions to the government and relevant departments;
(2) Accept the authorization or entrustment of relevant state departments to promote the development of basic work such as digital economy legislation, digital economy standardization, digital information security and digital capability certification, and digital resource development and utilization, and participate in relevant laws and regulations, departmental rules, development plans, industry Research and formulation of standards and norms, industry access conditions and charging standards, participate in relevant work such as industry qualification management in accordance with the law, and actively organize relevant units to promote and apply information technology;
(3) Organizing branches, member units and social forces to research, discuss and exchange theoretical and practical issues in the digital economy and related fields, and promote the digital economy process in key fields and industries;
(4) Organizing market research on the basic situation of the information industry and information service system, reporting outstanding problems in its development to the competent government department, and putting forward relevant countermeasures and suggestions, and organizing and promoting relevant enterprises to carry out business exchanges and seminars;
(5) Under the guidance of legal norms and relevant government departments, formulate and organize the implementation of industry professional ethics and other rules and regulations, promote the construction of industry integrity and clean management, establish and improve industry self-discipline and restraint mechanisms, regulate member behavior, and maintain fair competition market environment;
(6) Carry out the transformation of scientific and technological achievements in the field of digital economy, and promote the integration of production, learning and research in the field of digital economy;
(7) In accordance with relevant state regulations, build relevant websites, edit and publish industry magazines, newspapers and information materials, and carry out industry publicity and information services;
(8) Organizing and conducting business and qualification training in information technology, information economy, information management and information services, and improving the quality and professional level of employees;
(9) mediate or cooperate with relevant parties to mediate disputes and conflicts involving the industry, reflect the reasonable opinions and suggestions of members to the government and relevant parties, and safeguard and enhance the legitimate rights and interests of the industry and members;
(10) In accordance with relevant regulations, carry out activities such as the selection of China’s digital economy achievements, further exert the enthusiasm of the vast number of digital economy workers to develop and innovate, and provide a high-quality and high-standard platform for the promotion of the digital economy;
(11) Undertaking the research, consultation, evaluation and review of digital economy work entrusted by governments at all levels and relevant departments, as well as enterprises and institutions;
(12) Establish contacts with relevant international institutions and relevant institutions in Hong Kong, Macao and Taiwan, and promote information cooperation and exchanges at home and abroad.
Chapter 3 Membership
Article 8 The types of members of this group : individual members and unit members.
(1) Member of the unit. Enterprises, public institutions, social organizations, colleges and universities and research institutions that have been established with the approval of the people’s governments at all levels, civil affairs departments, and industrial and commercial administration departments to carry out business in the digital economy and related fields can apply to become a member of the association. Unit members are represented by their legal representatives or principals to participate in the activities of the association. The replacement of representatives of unit members must be reported to the Association for the record. In the event of a merger, division, or termination of a unit member, its membership must be changed or terminated accordingly, which shall be reviewed by the Association and discussed and approved by the Council or the Standing Council.
(2) Individual members. Entrepreneurs, accomplished experts and scholars and practitioners with certain expertise in the business field of the association can apply to become individual members of the association after being recommended by unit members or individual members.
(3) In order to facilitate the contact between unit members and the Association, unit members may set up liaison officers.
Article 9 Members who apply to join the group must meet the following conditions :
(1) Support the constitution of the group;
(2) Willingness to join the group;
(3) Having a certain influence in the business (industry, discipline) field of the group;
Article 10 The procedures for membership membership are :
(1) Submit the application for membership, and fill in the membership registration form after the membership is approved by the office of the Association;
(2) After discussion and approval by the board of directors;
(3) The membership card shall be issued by the council or an institution authorized by the council.
Article 11 Members enjoy the following rights :
(1) The right to vote, to be elected and to vote for the group;
(2) Participate in the activities of the group;
(3) The priority to obtain the services of the group;
(4) The right to criticize, suggest and supervise the work of the group;
(5) Membership is voluntary and withdrawal is free;
(6) Other rights stipulated by laws and regulations.
Article 12 Members perform the following obligations:
(1) Implement the resolutions of the group;
(2) To safeguard the legitimate rights and interests of the group;
(3) Complete the work assigned by the group;
(4) Pay membership dues as required;
(5) Report the situation to the group and provide relevant materials;
(6) abide by the articles of association and various rules and regulations of the association;
(7) Actively participate in the activities organized by the Association;
(8) Other business stipulated by the Association.
Article 13 Members who withdraw from the membership shall notify the group in writing and return the membership card. If a member does not pay the membership fee or does not participate in the activities of the group for 2 years, it will be regarded as an automatic withdrawal from the membership.
Article 14 If a member seriously violates the Articles of Association, he or she will be removed from the membership upon approval by the Council or the Standing Council.
